Why does this keep getting repeated? Are there any legit reports that this is true? That he's lazy or a bad locker room guy, or is TexAgs just assuming and spreading rumors? Maybe he's just been buried on the depth chart.
My favorite all-time football coach once told me that if you have genuine talent, the only thing keeping you off the field is being a bad teammate. Because if you suck as a teammate, the other guys don't want you out there and will feel like they're getting disrespected for busting their asses in practice and on EVERY play, not just the ones where you get the ball.
So either he's just not very good and he stays on the roster because he's a scholarship guy with a famous dad.
or
He's not doing the things he needs to do in order to get significant time on the field.
It seems more likely to be #2, because if he just wasn't very good, but worked hard, he'd still be getting reps in games that are out of reach.
