They're just trying to get out in front of any "mexican themed" frat parties or what not. I don't really think any students are going to pay attention to this. This is just a CYA for the university.

...on another note, is it offensive to dress up as something like an Indian or a ninja or something since those are "ethnic" or "traditional"?

I did see an article about how parents shouldn't let the their kids dress up as Moana characters, which is a little silly if you ask me.

There is a middle ground in all this.

A more accurate scale would simply be: Terrorist I----I----I Disney Princess. Try to stay in the middle to right side.
