I don't follow the NFL like I do college so I don't know what the Browns need, besides everything. Is there a position more pressing for improvement besides a pass-rusher?

FWIW Johnny Manziel was the last QB to win a game at Cleveland.... So yeah, there are other positions that are also pressing...
Isn't there some precedent for players coming back with some gigantic insurance policy that pays if they get hurt?
I guess it would be an improper benefit to get him an insurance policy that pays based on difference in 1st vs lower draft pick.

This thought pattern assumes the browns do not have the number 1 overall pick next year... which they will in fact have.

Cleveland's HC is an OC. Maybe he will focus on offense in the draft. Also, the Browns need so much help, maybe they will trade their #1 pick for multiple selections and save the money they would spend on #1 pick of the draft. The top five selections in the draft will each get a $25 million (or more) contract. After the top 10 go, salaries start dropping off a good bit.
Browns could also trade for some high picks in 2018.

The Browns will screw it up once again with some obscure QB that rises to the top just before the draft and then becomes just another cross off on the QB T-shirt.
