The law states that it can't be within the reasonable reach of the driver and can not be in the possession of any passenger while moving. Just put the stuff in the trunk

You think incorrectly. The law was changed ~10 years ago.

This is completely incorrect. Law doesn't say anything about reasonable reach, possession while moving, etc. You might read the law. It's quite broad.
