His idea is to blow the play dead when the receiver lowers his head LOL. Yeah, because both the receiver and defender will be able to stop momentum that fast. Stupid stupid stupid idea

His proposed rule is so dumb. Do you really think in that 1/8 of a second between when a RB lowers their head and when they make contact they could blow the play dead and avoid contact?

It would just lead to one player getting seriously injured because they stopped on the whistle and the other didn't. Terrible
