Clear seaweed in Galveston?

Just got back from Galveston. The water was completely filled with some sort of clear, translucent seaweed, especially at low tide. I could've gathered a bucket of it just standing still in the water. Easily torn apart and would "pop" when lightly squeezed. Didn't sting or anything. anyone know what it is?

Just back from Galveston too. Spent a lot of time in West Bay and on the beach. No seaweed at all now.
