Looks like it just shifted. Drive it slowly to the next exit/ parking lot. Plenty of straps on the lower and upper portions which must have come loose to let it shift. Get it off the road.

why do they have all lanes blocked? because the first responders all put money in a betting pool and whichever division can cause the biggest 'eff up for the tiniest of incidents, wins the pool and gets use the funds for a big party at the end of the year.

I worked off the 610 west loop at Post Oak a long time ago and the number of times I saw from my office 2+ lanes closed for a minor fender bender (that had moved to the shoulder) was astounding to me.

Or they know that those if the straps holding those pipe bundles busted, they'd have a mess across all lanes of traffic with loose sticks of pipe everywhere. Cleaning up that mess would've taken a lot longer than what actually happened.
