I never got a notice in the mail, so I went on TAD.org to find out why and it was because my Market and Appraisal value dropped from 2019. Apparently I am not alone because the article below said about 1/2 of properties saw no increase or a decrease due to a new law.

What's interesting is the Land value dropped by 50% but my Improvement value rose 10%, resulting in about a 5% decrease. Is this some kind of tactic to reduce land values for now and then hike them up next year? Land value has been consistent as far back as 2012.
Still going to protest to see if I can reduce it further, but not sure what kind of luck I'll have.
