I know Tom professionally, and should have his card somewhere close as I sat across the table from him at a client's house not too long ago, but he's not going to provide you a true engineers report. It will be an inspection from a foundation company but will not be a stamped P.E. report. I don't think I have ever had an appraiser come back with that as a condition, but you need to clarify whether or not it needs to be a foundation inspection, or a true P.E. report. Also, as long as they have the contract contingent upon underwriter's approval, it will not be their fault if they need to delay to get an inspection done as it must meet underwriter's approval, of which appraisal conditions fall under that clause.

And just FYI - if the appraiser is requiring this, that means there are some pretty substantial foundation red flags. If the sellers do not have any report on repairs or inspections, then it is HIGHLY likely that a foundation company is going to recommend repairs and slightly to somewhat LESS likely that a PE will recommend repairs. So then you are in the discussion of who is going to pay for those...I say all that to give your son the heads up that it's unlikely they are going to hit that close date at this point.

Buyer beware

Just echoing others, that sounds like there's some serious structural issues. If your son is still in the option period he might want to look elsewhere.
