Is there anyway to confirm that this American go around was because of pilot error on the guy leaving Coulter Field? I happened to be looking at the radar and thought they were going to cross paths then the American jet started turning.

Not as close at it seems on the map but likely closer than ATC and the Envoy pilots would be comfortable with. The Envoy plane also descended in that hold so maybe it was necessary. Neither pilot was legally in the wrong. At that point, both were outside the Class D.
Going west from Coulter can be precarious sometimes. It's best for all pilots to at least listen into Easterwood tower until clear of the approach path on 17.
