Plywood at railroad bridges

About a month ago, some plywood appeared along the Villa Maria bridge underpass (near the railroad) and the same thing with the bridge over FM 60. It looks really ugly and some of the pieces have already started to fall off. Anyone know what's going on, or why it was placed there?

They are redoing the railroad ties and some track through town. This is to keep the rocks and debris from falling into the lane below.

In addition, sometimes contractors will leave the plywood if the structure is made of continues concrete.
