So - is this about growth (more students) in the district? Ir is it about expansion (a larger school district) ? And if the latter, which school district are they getting territory from ? Also - if the latter - how does that process work?

Id assume growth within the district. Actually growing the boundaries of the district not super common and is mostly through consolidation
