Councilman Yancey, first and foremost thank you for your service and the way you communicate with the taxpayers here on this forum.
You Sir are unique in the halls of government and I thank you for that.
A bit of history to explain my question.
There has been a discussion on this board about the roadway and bridge from C.S. To the Landfill.
I found a report on the condition of the Hwy. 30 river bridge that made me very concerned.

My question to you Sir is.
Would it be possible for City Staff to come up with what the extra costs were for the garbage service the one day back in May that the River bridge was closed due to flooding?
And if so could you share that number with us?

What other cost would there be other than the possibe paying of employee overtime over the following day or two to catch up with garbage pickup?

I would imagine the extra fuel for the extremely out of the way route would be substantial. Employees overtime, wear and tear on trucks and so forth.

Did they go to the landfill in a way-out-of-the-way route or did they just delay and pickup another day?

What out of the way route did they take?

The overtime would be an additional cost. The same would be the case if we had severe storms in town that caused a delay in trash collections on the scheduled days.

All great questions.
The point of my question is to try and determine what the extra daily expenses to the city would be. If the Bridge that a year ago was reported to be somewhat better than minimal standards were to fail.

Interesting to me that for a bridge completed in 1957 the report states : Historical significance - Bridge is possibly eligible for the National Register of Historic Places (requires further investigation before determination can be made) or bridge is on a State or local historic register. Perhaps it doesn't mean the actual bridge so much as its proximity to Ferguson Crossing? https://ibb.co/9hc84xH

A failed bridge is entirely different than road closure due to weather.

A weather related closure is temporary (hours to days). A failed bridge would would likely be in terms of many months, if not years.

For garbage, this would mean additional manpower, trucks and fuel to accommodate for the longer route on Hwy. 90 through Anderson (+70-80 miles per round trip?). Also, you can't just go buy a garbage truck off the lot, the City, and private haulers, would need to order them and wait for them to be built.

Compared to the total economic impact, garbage issues are probably relatively minor compared to all of the other traffic that also relies on that bridge.

I own Aggieland Dumpster Rentals and make almost daily trips to the landfill. Our yard is located right off HWY30 in Brazos County and when I had to reroute through Anderson for the floods, it took close to 45 minutes one way instead of 10 minutes. That was a substantial increase in the amount of time and would force me to raise prices substantially if we were forced to go that route on a daily basis.

It's on a State Highway, so it should be a TXDOT project.

I'm sure that TXDOT has it somewhere down their "to-do" list. Probably after they get done with higher priority projects like medians and expanding Hwy 6.

Bryan, CS, Brazos and grimes county officials as well as Huntsville persons should be pressuring TXDOT to move the renovation or rebuild of the three bridges to the front burner. It should take a few deaths to cause action to take place.

Another factor I suspect in the landfills placement is that the cost of the present 1,000+ acres was probaby much more than the costof placing the landfill in Brazos County on $20,000 per acre land in Brazos County. was . About the only location you could put it would be in far NE Brazos County.

Considering the city doesn't pay any fees to dump trash now, but I'm sure it still charges for trash service, there has to be money somewhere to chip in and fix the road. Maybe?

I'm not sure this is good news or bad news.

I went that way this past weekend. There are three bridges across that valley. The deck of the bridge nearest Fitch has the most re-bar showing, the deck of the bridge across the Navasota appears to be in better condition than the other two.

Hate to see the underside of any of these bridges!

I got you a partial answer:

During the flood in reference, trucks were using an alternate route through the City of Anderson on 90. This route would add about an hour on to the driver's time, meaning the cities would likely have a backup/ not enough trucks to complete the routes they run daily. So, definitely a problem.

The re-routing likely cost significantly in labor and fuel. BVSWMA does not own the trucks- cities do. Therefore, the cost was borne by ratepayers in Bryan and College Station.

BVSWMA will remain open during its regular hours, no matter how trucks get there. I do not have data on what it cost yet.

I have a question for you: why are you asking and what should be my takeaway from this?

The reason for my question is after reading the report I linked previously. I am very concerned about the future of the bridge. And am concerned about if it were to fail what it would do to my city tax rate to cover what I believed would be considerable extra costs for as long as it was inoperable.
I hope someone is paying attention. Txdot has been talking about replacing it for many years.

I'm almost positive I've read something about those bridges being "reconstructed" in like 2026. Not a new, separate bridge but major reconstruction. Even in that scenario, you're looking at MAJOR delays or re-routing through Navasota/Anderson because there simply isn't another alternate route between B/CS and the landfill.

If you think that bridge being shutdown for a day due to the flood was bad, I can't imagine what major construction of those bridges would do.

Additional routes out of Brazos County would be a need that needs to be addressed sooner rather than later given the projected growth / I-14 and 214 loop. There's just not a lot of options when something like a bridge out of commission happens.

Yes Sir you are correct. Txdot has been working on plans and TALKING about it for at least five years that I know about and again just put it on the back burner.
Like someone mentioned earlier I think the priority is on medians.
My reason for this thread was to bring attention to the 2023 professional report linked above of the condition of the river bridge.
I think that has been accomplished. Hopefully the city will lean on Txdot.

I would imagine TxDOT's going to mimic what they did on 105 crossing the Brazos/Navasota rivers - leave the existing bridges in place while they build new ones beside the existing ones.

Here's the rest of your answer and yes, someone is paying attention. Namely TxDot. I reached out and here is a paraphrase of their response:

"…Yes, the bridge deck is deteriorating, and the bridge is in need of replacement. We are finalizing construction plans and have construction funding in place. The construction let date is currently Sept. 2026. In the meantime, we will monitor the bridge deck to ensure it remains functional even if it requires maintenance repairs prior to the replacement project commencing…."

This is an important issue and I appreciate you bringing it to my attention. I think more communication is always good, but particularly so when things are changing and growing as fast as they are in our area. The future waits for no one.

I'm glad to hear that is on the schedule. Every time I go to the landfill I am nervous going over those bridges, because they are narrow and if someone crossed the center line...there's no place to go. And with so many of the oncoming vehicles being big trucks headed to/from the landfill....
