It is unlawful to be an owner or manager of an animal which engages in behavior constituting problem animal behavior. Each of the following is a problem behavior of animals: (1) Waste removal. An animal which soils, defiles or defecates on private property other than the owner's or on public areas, unless such waste is immediately removed and disposed of; ... ."
