Quite honestly, if more people would do even a tiny bit of research about the animal they want to own, the overpopulation problems at both shelters would go down considerably.
A pet should be a commitment for life. If you aren't prepared for a pet that might live 12-15 years or more, then don't get it. Also, don't get a puppy because it's "cute" at 6 weeks only to turn it over to the shelter when it grows into a year old 60lb adult.
Personally, it takes all the restraint I can muster when someone tells me that they "didn't expect" their lab mix to be so energetic, or they didn't know that if you don't give a border collie a job it will come up with one on its own, which could be stripping sheetrock off the walls.
And finally: get your pet into a training class. Not for the pet, but for YOU so you can learn what the heck you're doing! More owners ruin their dogs through ignorance in training than pretty much any other reason.
Okay, off my soapbox now. Please carry on bashing the poor folks who are trying to help the animals whose owners should be the ones locked in cages.
