It's a double edged sword, these 'master' plans. The world and the future economies are being reshaped on much shorter timetables these days. Plans that look out 20+ years need some damn creative and visionary people making them to outwit those 'quick on their feet' responders as opportunities arise.
Not that I have a position on the good or evil of 'sprawling' as a social and developmental phenomena....I was an arcologist when I was young, studying the anti-sprawl doctrines of Paulo Soleri and others. The legacies of our current urban sprawl that constitute the cookie cutter corner convenience stores/gas stations/shopping strip centers/etc. may look pretty odd 25 years on, that's for sure.
When you look back at the greatest minds of the past centuries, how many really predicted much about what the future really became. Some say that the more things change, the more they stay the same. Makes good song lyrics......
