I was wondering if Voices For Children would only get involved if CPS is involved? CPS will not get involved in our situation because the child is in a safe place.

They can be involved if both parties wish it outside of the court system. But the charge associated with their services is not trivial

And actually, VFC oversees non custodial parent (edit or other relative) visits in a neutral location. The custodial parent drops the child off and the other is already there and has some visit of a predefined duration. These are normally setup for a consistent time during the week.

If you're wanting a CASA, i think you may be out of luck if the child is not in foster care.

Voices For Children (the name for the local CASA organization) are court appointed thus they can only be involved if the children are in the CPS system. However, if you call the office 822-9700, they might be able to give you some guidance for your issue.

What, exactly, are you looking to do for the child? You mentioned that CPS won't get involved and noted the child is in a safe place. Is the child being fostered, or living with relatives? Is this a custody situation? Or does the child need some sort of therapy?

I was able to contact them today and found my answer. No, they can not be involved if CPS is not involved.
I am just a neighbor trying to help out a child who needs a loving stable home!!!
