Don't know how long this has been in effect since I don't use toll roads that often. I used one in Austin a month or so ago - stopped at the little booths and paid the attendant in cash at each stop.

Couple weeks later, got an invoice in the mail for something like 40 cents, plus an extra $1.00 fee because they had to send me a paper bill.

I called to let them know there was a mistake because I had paid my tolls in cash at the toll booths. Rep said I couldn't possibly have paid in cash at the one I was being billed for because it was an "express plaza" that had no booths. Apparently they have cameras that grab your plate number when you go through (if you don't have an EZ tag). I honestly don't remember going through a "plaza" where there wasn't a booth, and I know for sure I didn't go through an EZ tag lane, but whatever. Just think it sucks that if you didn't already have an EZ tag there was no other way to pay except by mail with the extra $1 tacked on, and you might not be aware of that beforehand.

There are a few of these in Houston (usually exits) where there's a plaza, but no attendant. My mom accidentally exited late and wound up at one of these. I called the HCTRA the next day to ask how it's handled. They don't actually send a bill until you have three unpaid tolls. However, if you know you've run one (or more), you can send in a payment with the location(s) of the booth and your license plate number.

Getting a bill after one is more than a bit silly, though. The stamp was more than the toll, and surely it cost more than $1 for the paper and personnel to print the notice/mail it.

I got one from some Dallas authority for something like $3. It took me 19 months to get it. I had no idea what it was, and kinda sat on it. I received a seond notice a month later with a $5 late fee or something added, and the threat that if I didn't pay they would issue a $25 fee on each of the tolls (4?). So I paid online. Weird deal. 1.5 years later?

Just mail the payment in the form of dozens of checks, each written out for a couple of cents.
