Looks like an old Heddon Chugger.

It is a Heddon Chugger "Spook". Which is the largest Chugger they made. You can buy one on eBay probably not one this old. It's old because it has a gold eye.

Lucky 13 true story.

The year was 1961. Our Step Dad took my 6 year old brother and me fishing on Lake Travis. Our Step Dad lit a cigarette and my brother cast his Lucky 13 snatching the cigarette out of his mouth with those treble hooks. Our Step Dad couldn't talk for a few seconds as my brother reeled the lure in. When my brother saw the lure he screamed "look, I caught a cigarette!"
