Some kinda fungus I'm sure, but any thoughts? What do I need to put down? It's in my neighbor's yard too…

Thank you very much, that sounds like exactly what it is. I have an electric de-thatcher but it doesn't really do much since there is sooo much thatch. Is there a better way to get rid of it? Also, Will Scott's Disease X do anything or does this just need to come up? I am in North Austin.
