vents for Attics are outdoors?

Had roof replaced a couple of weeks ago. Previous roof just had "turtle" vents that just let hot air out passively. Now they replaced those with vents that run on solar (one has electric as backup) so they mechanically help pull air out of the attic when above a certain temp/humidity. Roofer said these are great but they will pull air from every crevice possible.
Right below one of these vents is where our attic stairs entrance is so big opportunity to pull in air that way. They suggested we get a sort of cover/insulation to help prevent losing a bunch of cold air. Our A/C folks had recommended one at one point in the last few years and I want to say they quoted around $300-$400 for it.

What's the OB input on this?

I see a bunch online at home depot and amazon. I think the best I've seen is something like this:

I wouldn't say they will pull air from every crevice. They aren't that strong. If you are concerned, then what you listed would work just fine. Might run some butyl tape around the exterior to help seal it unless it comes built in. While powered vents move air better, if you had sufficient soffit vents and static vents, it would have worked fine. Many roofing companies like to upsell things. Code is 1 square foot of ventilation for every 300 square feet of attic deck, so long as you have sufficient soffit ventilation. If you do not, then you change to 1/150.

I have that exact insulation cover for my attic door and it's fantastic. It blocks a ton of hot air coming down into the house so I imagine it will block the other direction too. And super easy to open up from either side.

Same. I open my attic door, climb the ladder and feel nothing. I open that cover and feel a huge blast of hot air. It really helps block hot air exiting through the attic door.

All the responses are correct. These really seem to work well. We install in every home that has an interior attic access.
