We're designing a mountain home now and talked to a number of local architects, designers and draftsmen. We decided to go with a draftsmen rather than architect/designer because much cheaper and faster. My only recs are to use someone local to where you're building, talks to several folks and check references and run them by builders. We got the name of the lady we're using from the builder that we're probably using. It's good to have good synergy between designer and builder.
We're not doing a basement but a reverse floor plan to capture better views from main living areas and master. But anyone local to your build should have plenty of familiarity with basements.
