AR-15 Build - Raffle Benefit - Paperwork question

I'm currently ordering parts to build an AR-15 to include in a raffle benefit for a 13U baseball team, which my son is on. I've built several, so I'm not worried about the rifle itself.

My question is on the paperwork. I kind of wish I would have ordered a complete built lower to make this easier, but I have a drop in trigger and other mil-spec parts already, so I am planning to assemble the lower myself....

Option 1: Let the raffle winner pick up the lower receiver from my FFL and bring it to me to complete the build. This will force the winner to show ID and answer the required questions.

Option 2: Sign for the lower myself and have the rifle built and ready for pickup as soon as the raffle is complete (this is preferrable). Then do a bill of sale as if I was selling it.

Option 3: Just keep the rifle and stiff the winner. Just kidding....maybe

The build for those that may want to partake in the raffle:
I don't know the ticket price or what all else we will have as prizes at this point. I was just asked to build an AR. I can do a new thread when it all comes together.

  • 16" LaRue PredatAR 1:8 twist M4 barrel 5.56 NATO
  • 13" M-LOK Timber Creek Handguard Black, mid-length low profile gas block
  • PSA Black Anodized Upper, BCG, Charging Handle, Forward Assist, and Cover.
  • PSA Lower Receiver, mil-spec safety, takedown pins, and buffer tube/spring.
  • Magpul FDE stock and grip
  • Recoil Technologies Wasatch drop in trigger - 3 lb pull
  • Sig Sauer Romeo MSR red dot, FDE
  • Rifle sling of some sort with M-Lock quick connect.

Pretty sure option 2 and 3 will get you arrested.

Option 3 is a joke, of course. Why would #2 be illegal? Can't see it being any different than selling a rifle I own now. Not that gun laws make any sense....that's why I'm asking.

As you have no idea who the winner may be, option 1 is the best route to go.

Build the rifle out and then sell/transfer it through an FFL. Easiest way all around.

I think 2 could be a straw purchase. You are purchasing a rifle with no intent of keeping it and only in order to transfer it to someone else. Raffles can be manipulated to force an outcome.

Every raffle that I have been around that included firearms required an FFL to transfer the firearm to the winner.

By transferring through an FFL and requiring the background check this allegation gets watered down real quickly. Straw purchases are for the purpose of avoiding the NCICS check.

This explains it and makes sense. I'll build the rifle out and transfer through an FFL.
