Bark scale.

You got a bug problem you can either treat or wait until the leaves drop.

Just spray with an insect killer. Most people just pressure wash them if it bothers them enough, i.e., in front of the house.

We had this problem really bad with some older crepe myrtles in our backyard. The black crap was all over the trees and falling onto bushes and plants below them. Little white scale bugs everywhere.

Tried everything and nothing worked, until...

Tree drencher imidacloprid

Go get it. Use it. It works almost immediately. Within 24-48 hours you will see the scale bug starting to die away and fall off.

You only have to use it once per year, but to be honest I only used it one time, period.

They have never come back.

Trust me on this. Save yourself a bunch of time and hassle. It works.

We used to use Imidacloprid on Hemlock trees when I worked in the Cumberland Mts for the hemlock woolly adelgids. 1 ounce mix drenched at the base for each inch in diameter. Was supposed to inoculate the tree for 3-4 years.

After the bugs are dead, you can pressure wash the black crap off if you want to polish up the tree real quick.

But don't pressure wash before you kill the bugs, otherwise you will just blow them all over the backyard and they will come back, and possibly spread
