If it starts on ether, I would clean the jets and replace the fuel filter.
Make sure you clean the PILOT JET so it starts and idle easy.

Get a can of Carburetor cleaner. Remove and clean all the jets.
Clean the carb float needle.
I lay out paper shop towels on my bench and disassemble and clean on then to keep from introducing more debris into the carb.
Sometimes you have to soak the pieces for an hour in a container with carb cleaner to soften up the gunk.
On the last carb I cleaned, I had to use a piece of copper wire strand from a multi-strand wire to get something to push the junk out of the little pilot jet. It wouldn't blow out with carb cleaner or air.
On a 2003 Yamaha ATV, it had a fuel selector valve for OFF-RESERVE-MAIN. That valve actually gunked up and had to be cleaned.
Once you do one, its a no-brainer on all small engine carburetors.
