Yes. I ordered my safe with no organizers. Just a shelf with hook&loop on the bottom. Works great, wouldn't want any other gun safe set up.

Does the Velcro work with the existing felt inside a normal safe?

Work ok but rods are flimsy and Velcro doesn't work well

No, I had to staple the included velcro sheet to the bottom of the shelf
