Crepe Myrtle Fungus? Dark Bark/White Spots

How long do you want to ignore this user?
I don't think this is powdery mildew but all my google searches for "white spots on crepe myrtle bark" are coming up empty, so it's to the TexAgs I go.

There doesn't appear to be any bark "shedding," and this is not affecting the leaves and/or overall health, as far as I can tell, but what's this white stuff and do I use fungicide on it?

Looks like scale insects.

As it cools down Neem oil is what I had good luck with at the nursery. There are insecticides you can use too.

Aphids. 100%

Just sprayed one of mine. Little orange *******s everywhere. Killed them and the ladybugs swarmed to take out the rest.
