In Houston? Will you have propane for a stove already? If so, then propane. If you're looking at burying a tank just for the heat then electric. Just my 2 cents.

Electric is probably cheaper than propane. Both will drain your pocketbook fast if you like it hot in the house.

Natural gas is cheaper than both.
