Propane not flowing from tanks

I've got 2 20 pound propane tanks. 1 newly exchanged, and 1 previously used (last summer). For the life of me, I can't get propane to flow from either of the two tanks.

I've been slowly opening the valve on the tank until it's open a decent amount, and then opening the regulator up. There's no sound or indication that propane is flowing. I've disconnected everything and let it sit for 10 minutes, and repeated the process.

I've bled each tank. I've tried hooking each tank up to different burning devices (jet burner, banjo burner, and backyard heater). I've blown through the regulators to make sure there isn't a clog or that the regulator is stuck.

I've got a bag of crawfish to cook this afternoon, and I'm not sure what my issue is. I've never had this problem before. Any thoughts/ideas?

edit: it's fixed. stupid propane tanks.

My assumption was the snap back valve that stops flow when the flow is too high. Turn it on too quickly, you can sometimes hear it pop. Shut it off and open it slowly, maybe a couple of times, to fix.

Also curious what the OP found to be his problem.

I thought I had tightened the regulator onto the valve all the way. Turns out, if I really cranked it, I could get another ~1/8th of a turn.

True story from the last month --

I was in the middle of a grilling job, and run out of gas. (Yes, I was unprepared).

Anyway, I run up to do an 'exchange'.

The 'guy' comes out of the hardware store, takes my empty, throws it on the 'empty' side of the cage, and puts another on the ground.

He locks the cage back up, and starts back into the store.

I pick up the cylinder, and it's as light as the one I exchanged!

I called him back and told him I didn't need an empty cylinder. He blamed it on the last guy.

How he couldn't tell that those two cylinders weighed about the same was beyond me.

Man, if I had sent my wife to do the exchange, she wouldn't have known the difference!
