uhh... soo... err... i stripped a screw on a rail, bad, and cant get it out so need that screw removed

Any gunsmith will be able to help with that. Just call around and find the one with the lowest shop minimum. That's what I would do if I didn't want to mess with it myself.

What does the "screw" go into? One that attaches rail to barrel nut? Or an accessory bolt?

If the former, drill the head off with undersized bit, remove the rest of the bolts, remove rail, grab stub with pliers / vice grips and remove.

If the latter, drill it out, replace accessory or reap for next size up.

It's the bottom accessory rail of a scar 17. Gonna go hang with deats on Thursday and get it taken care of so I can put an extended rail on there

The smiths at Ray's Sporting Goods seem to know what they are doing and they always have a ton of guns up there that they are working on..... so they must be doing something right. I have used them for a few minor things and I have no complaints
