Usually it means that the parts have had material milled out to make it lighter.

This however, looks like it would be more fair to call it an incomplete parts kit.

Yeah, it's just upper/lower/gasblock/gas tube/delta ring. I wouldn't call it a bad price but you can buy the upper/lower separately and get a better barrel for the same price if you piece it together.

Also, if you're going to run a free float, the delta ring/gas block from this will be useless anyways. Well, you might be able to use the barrel nut depending on what handguard, but most of those come with their own anyways.
