I'm working on converting an Austin lib who said he wants to go with us for dove opener, however he won't be shooting. As long as there are only enough guns for those with a license should we be OK?

And probably don't let the observer handle a gun (GWs love to observe from afar). Also, if you are hunting public lands, make sure your friend doesn't need to buy a limited-use permit (LPU). I'm not positive, but I believe this requirement varies by property.

Prima Facia, look it up. It doesn't matter if he watches or not in Texas he will be cited and remember dove hunting is federally regulated.
