I'm working on converting an Austin lib who said he wants to go with us for dove opener, however he won't be shooting. As long as there are only enough guns for those with a license should we be OK?

I think so.

Just tell him that the funds from his license go towards conservation.

You would hate for him to catch the bug and not be able to shoot because he has no license.

So much easier for them to just buy a cheap hunting license

I don't know if it was legal, but I successfully converted a guy in this exact way. Took him dove hunting with us and he had a blast. In two years since he and his wife went from "no guns in our house" to owning a shotgun, an AR-15, a 1911, and a S&W Shield. He went hunting with us several times last year and can't wait for this coming season.

This is the biggest issue I'd see. If he doesn't hold a gun or shoot, he'll be fine with no license. If he hasn't shot and especially if there are only enough guns for the licensed hunters, it won't be an issue.

Buy the basic license and stamp for him.

Two thoughts.

Call your local game warden. I call mine when I have questions and he appreciates it. When I need help tracking down the right farmer to ask permission, he is one of my first calls. He always tells me who I need to ask. Hell, he even drops me hints about where he has been seeing big groups of waterfowl from time to time.

Your friend can buy a license during the hunt on his cell phone if he decides he wants to shoot.

Don't forget that he needs to do his HIP certification if he does purchase a license. AND either needs to purchase a hunter's ed deferral OR complete the class prior to the opener.

If he does not have a license, make sure he doesn't retreive or carry any birds. He could be viewed as being in possession.

A hunting license is required of any person, regardless of age, who hunts any animal, bird, frog or turtle in Texas (except furbearers, if the hunter possesses a trapper's license.) See Hunting Licenses and Permits.

http://tpwd.texas.gov/regulations/outdoor-annual/hunting/general-regulations/definitions

Hunt:To capture, trap, take, or kill, and includes any attempt to capture, trap, take, or kill.

I think youre ok, but id still contact the local game warden.

Looks like y'all hit the nail on the head. I never considered calling the gw as I've always done my best to avoid them and any associated hassle. Nice guy.

He also reiterated, as noted above, to make sure anyone unlicensed doesn't handle game or help retrieve.

And probably don't let the observer handle a gun (GWs love to observe from afar). Also, if you are hunting public lands, make sure your friend doesn't need to buy a limited-use permit (LPU). I'm not positive, but I believe this requirement varies by property.

Up here, they require a spectators license (it's only like $10, and pays a conservation fee)

Saw this happened on an episode of Lone Star Law. The game warden was glassing some dove hunters and saw a woman going into the bushes with a shotgun and when she came out, she was empty-handed. She had noticed the game warden so she went to discard of the shotgun. Obviously, she got busted for hunting without a license.

Obviously. My point is, there may be something obscure there too that is similar.

OP,

I'm new to Austin. If you need another shooter to help convert the guy, let me know.

There really isn't.

Just don't touch a gun or a bird.

Thing to keep in mind, when a GW comes in a dove field, they have usually been watching through binocs or a spotting scope for awhile.

Just get him a damn license and don't risk it. It is like 20 bucks or something for the basic license.

$20 is a lot less then the game warden telling you to BOHICA.

Prima Facia, look it up. It doesn't matter if he watches or not in Texas he will be cited and remember dove hunting is federally regulated.

You're wrong. HTH.

Actually done this twice. Game Wardens visited both times. Don't speak about matters that you don't fully understand. Also, it's prima facie.

Logistically it makes sense to get one so he can help retrieve/handle the game, but in no way is it required.

I would just take him to the local walmart or wherever you stop on the way and buy one for him.

Anyone who buys their license in a store is nuts.

You have to wait in line. You have to explain to some minimum wage employee how to put the 7 dollar migratory bird stamp on there. You have to show them how to add the Sandhill crane permit. On and on and on. Then the damn printer doesn't work. Someone who works at Walmart is not who I want making sure I have the right license.

If you still go to the store, well you are just a glutton for punishment.

Do you print it if you buy online or have to wait for shipping?

Basically, can i do it and shoot Friday or need to go to the store

Is the hunters safety course still required to get a permit?

Both.... You print off a temp and it's good til you receive lic with tags.
ursusguy
How long do you want to ignore this user?
Texas is one of the few state that doesn't require hunter ed to make the initial license purchase.....when I recently bought my Colorado tags, I was thankful my hunter ed number is on my hunting license.

I always just buy my license at Ace Hardware. Don't think I have ever waited more than a minute or so.
Lungblood
How long do you want to ignore this user?
That's because ACE is the place with the helpful hardware maaaaaaaaannn.

Even the confirmation email on your phone is good enough. You don't need to print off the paper.

Oh, but if you will not be able to pull up your email, screenshot it so that its in your Photos.
