Why are fishing yo-yos illegal in Texas?

These were a standard tool for us growing up in south Arkie. I've never understood why they are illegal here? Any ideas when and why they were outlawed?

Too many fish die needlessly by people who are careless or lazy checking them.

You see lots of dead fish hanging from them on Lake Bartholemew, LA where my parents live.

Same reason we cant run hoop nets or shoot catfish with a spear gun. Because we live in a hippy state where if something is deemed "too effective and unsporting" then its a no no. Big difference between Texas and the south.
