Skype on TV, what kind of camera?

How long do you want to ignore this user?
My family is moving overseas beginning of 2017 with our 8 month old. We want to gift our parents with a camera that will allow them to skype with our son over the tv. Does anyone have any recommendations for the best way to do this? would like to keep costs below $100 but would be flexible if the camera provided other functionality they could use.

Is their TV a Smart TV with Skype built in already? If so the TV manufacturer should have a compatibility list of web cameras for their TVs.

From the Skype site:

How long do you want to ignore this user?
FaceTime and Airplay to Apple TV or Hangouts and Chromecast. Set phone/tablet up on coffee table in between you and the TV as the camera.
