Any help, workarounds, or apps for doing this from a PC running Outlook and Exchange to an iPhone 4+.

Is there a way to use iCloud to help out?

Don't know about iPhone, but Evernote is a great app. It has a "clipping" tool that can take Outlook Notes and covert them to Evernotes. They sync automatically with my Android phone.

Over time, stop using Outlook notes completely. Just create/edit them in Evernote.

I used to use Outlook Notes until I got an iPhone. Now I use Simplenote App on my iPhone and iPad and Resoph Notes client on my PCs. It all stays in sync with no problems.
