Txdot is ruled by engineers. Generally your upward mobility will be limited without an engineering degree. For example, to be the director of construction for a district you would need an engineering degree. I am not saying you can't have a great career there with cosc degree, just something to consider.
Txdot has outsources a lot of their construction management to engineering firms especially for major projects. If you drive down IH 35 look at the logos on the trucks doing construction.
