since my kid is not in the top 25%, was thinking about having him apply to the galveston campus as well as the main campus (on the assumption he gets Blinn Team).

does applying to Galveston make it more likely he would not get Blinn? or is there no effect and they are independent reviews?

Has no effect. My son got into Galveston and then didn't find out about CS until the Spring where he was a System Admit. Galveston ended up being the better fit for him and he graduated from there and loved it even after he could have moved to CS.
