Military Move: Dropping From Top 3 Class Ranking to Outside Top 10%

My kid is a sophomore in HS and currently ranked in the top 3 of his class. I'm active duty military, and we're moving this summer, just as we did last year, so he'll start his third high school as a junior. Different schools have different grading systems, and the way his grades are going to translate he's going to fall well outside the top 10% at the new school, to the point where I don't think he can claw his way back in with 1 year remaining before he applies to Texas A&M.

Is there any way to communicate this in his application? I have paperwork from his school with his class rank, but when he applies to college his transcript will come from the new school where he won't grade out as high.

It also sucks because he had a great shot at being selected for some top student leadership positions for next year, and he won't have that going on to his junior year at the new school.
