Today: An H1B loses his job, he has 60 days to find another employer to hire and sponsor his H1B. If he does, he stays in the US, else he has to leave.
If Implemented: H1B loses his job, he has NO time to find a job. He has to leave the US right away. Good bye.
Indian media is panicking (which is a good sign).

The Department of Homeland Security is advancing a proposal to nix a 60-day window for H-1B workers to find new employment after a job loss.
A proposed rule (RIN: 1615-AD22) to eliminate that grace period went to the White House Office of Information and Regulatory Affairs for review Thursday.
Since 2017, DHS regulations extended the allotted time for H-1B workers and others with nonimmigrant status to find a another employer sponsor or change status before their period of authorized stay expires. Removing it would mean immediate consequences for workers' legal status if they're affected by layoffs.
