Yea I don't know what the ratio is (just threw out 50/50 as a random example), but the idea is the same. You do some legitimate work so that you can scream whenever anybody questions your charity's administrative spending.
I'm not defending this. If your drunk uncle asks you for a hundred bucks to cover groceries, and he "only" blows $50 of it on booze, nobody is cheering him. Similarly, if USAID had a budget of ~$50B and it did $20-25B of real charity work a year, I'd classify that as a complete ****ing disaster. An upper class household maybe pays $50k of taxes a year, so siphoning off $20B to fraud is 400k households worth of taxes that's completely wasted. For comparison, there are 534k households within the Dallas city limits, and they sure as hell aren't all upper class, so we're burning more dollars on waste than Dallas collects in federal tax revenue.
In my mind, that's "alright boys, time to go throw tea in the harbor" level waste.
