According to the WSJ, big tech will largely get around the new H1B rules and the $100K fee.
Of course, education and government/non-profit H1Bs are not effected by the rules (or counted in the 85K H1B yearly cap).
Besides just placing foreign workers offshore... one common program used by big tech companies is the Optional Practical Training program, or OPT, which gives foreign graduates at U.S. universities temporary employment after graduation, typically for a year. Those with STEM degrees in science, technology, engineering or math can get another two years of employment before transferring to the H-1B program. Those employees won't have to pay the H-1B visa fee, making it easier for companies to seamlessly use the program.
Nothing like giving preference to foreign students, and by now many know that many of these "students" are a sham, taking classes in bottom tier universities so they can work here.
BTW, imo the problem is not with the CEOs, it is with the systems set up by our politicians. The republicans have absolutely failed at almost every level, including here and it appears with the SAVE act.
