Sadly, this guy is highly indicative of the best the Democrats have to offer. It's no wonder virtually every Democrat run big city in this country has turned into a craphole.

That district was not approved by Democrats. It was built to house democrats and ensure that red districts were kept using nearby neighborhoods.
Its interesting that the typical gerrymandering carve out for a black seat results in the strangest/dumb congress people. The 13 percent needs their political power seriously reduced.

It was built to comply with the racist and discriminatory Voting Rights Act
It's no coincidence that the only Texas districts that are gerrymandered are the districts in the major cities - Houston, Dallas, Austin, San Antonio - all of which are run by democrats. Houston is the absolute worst.
