Outlawing and not openly embracing are the two ends of the spectrum. Pre marital sex happens but should not be openly embraced and encouraged. Drinking happens but alcoholism should not be encouraged. My biggest problem with gambling is lives can be ruined in an instant. You can gamble away an unimaginable amount of your families money away in a weekend. It is hard to drink or screw your families wealth away in a weekend but not impossible I suppose, barring a dui or related accident but that is somewhat different.
Anyone saying gambling is a victimless crime has never had family members addicted to gambling. Controlling their access to loans, cash and property is nearly impossible and lives around them are destroyed. Yes alcoholism and sex can have similar results and I fully embrace making these things less easily available as well.
People will have and partake in vices and it is a necessary evil but society should push back and keep these in check as much as reasonably possible. The degree that things are reasonable is certainly up to debate and greatly depends on personal experiences and dependencies on our vices.
