I realize there has never been a very high bar for V.P., and I don't recall how effective people like George H. Bush were in that role, but I'm pretty sure I would take Vance over anyone else.
Depends on how you define success I suppose. The VP job is sort of a minister without portfolio position so it is hard to actually point to anything happening due to Vance alone.
There are other VPs that had a much more central role in policy making and getting things done. There are other VPs with much lengthier resumes and broader relationships going into the job. In my view, Trump is a sort of one man policy machine and expects his cabinet, VP, and others to advance his goals. Vance has served that role really well.
George H.W. served at IMO am much more consequential period of history. He did a great job serving while Reagan recovered from his bullet wound. He managed pretty successful initiatives like the taskforce on reducing federal regulation. He was extremely pligged in globally due to his heading up the CIA and his ambassadorship to China.
Dick Cheney was sort of the alter-ego to H.W. . . . .also incredibly experienced and connected and wielding much more influence and control but to ultimately sh^tty ends.
