They are.

This isn't new funding, it using existing funds already approved by Congress in FY 2024 (April to be specific) for this purpose. This does not move the needle at all in terms of "total funds allocated for Ukraine".

Further, because these monies were specifically allocated for this purpose, they cannot be repurposed for other uses like domestic hurricane relief.

Congress can reallocate funds, yes. But they need no prompting from the executive to do so.

Additionally this is not cash. It's drawing down from existing DOD stock of weapons and ammunition. I don't know how 105 and 155 mm artillery shells, HIMARS ammunition, TOW missiles, HMMWVs and a whole host of other ammunition and equipment would help hurricane victims in North Carolina and Florida.
