I am genuinely curious what law if any he is breaking. Not familiar with the Colorado penal code. If the city doesn't like it they can just take it down.

Exactly. A more repugnant example of this is happening in the UK, where anti-illegal immigration protesters are being jailed. The government has released hundreds of violent criminals to make room in the jails for people who protested after children were stabbed by the child of African "refugees".
