Could Harris county have a more incompetent leader, regardless of the storm.
Dora is the very definition of dumbassserry, no experience, complete hack thrust into a leadership position really dumb constituents or many who just vote D for the sake of voting D because they can't think for themselves.
Possibly the worst elected official with by far the least amount of any general experience and definitely zero leadership experience in a role to lead a county as large as Harris. Insane world.
I think there's plenty to criticize LH about, but...
My father-in-law is on the Houston Emergency Planning Committee, and here's how those meetings go when something like a hurricane happens. They go around the table and talk to people from Public Works, Water, Parks and Rec and CenterPoint, among others. As they make their way around, each group talks about where they are staged and what the response time should and could be. So if CP...a vendor...says that they are ready to go and can provide information on where crews are staged and how many outside crews they will be taking on from other states, and what substations can handle a re-route should one be needed, etc, all you can do is take them at their word. "We're good" doesn't mean she's not done this.
She may not be the best in the world at her job and I did not vote for her, but her telling DP that "We're good" after being briefed a number of times over from her committee is not a failure on her part. Unfortunately for her, she's where the buck stops.
