That said reparations of any kind are stupid. This idea is obviously a no go. Cash would be wasted on things of non importance and they'd be right back where they started.
Not one of these people mentions the two things that would help more than anything else. 1. You have to motivate your kids to succeed. 2. Fix the inner city (and rural) educational systems. It all starts in the home and class room.

What if a person is 50/50 "black/white?" Do they get 1/2 the money? 25/75, 10/90, 1/99?
Did they have to have ancestors who lived here before the end of the Civil War? So a person could have moved to the US yesterday and be tax exempt?
