There is also a decent chance McConnell has seen internal polling data of what the Congress will look like after the upcoming election and it is either going to be the current breakdown or slightly worse. And if that were to be the case the dems will absolutely not let Trump have his signature (singular?) policy item, just like they did in Trump's first term.
And that would make putting a deal in place now the only way anything happens at all.
And if Mitch is wrong and the republicans get the presidency and majorities in both houses of Congress then they can pass a more stringent bill at that point.
Getting something now is generally better than getting nothing ever.
