Mayor Adams said a couple of months ago they had to provide care per NY state law. Don't think we knew that when the busses started rolling but it's definitely been an unexpected bonus as it's forced NY to sacrifice services I'm sure their citizens value more than they value illegals.
The federal government was never meant to be this powerful.
